Gil Collar had ingested a legal lab chemical, though it is unknown whether he ingested it willingly or not. He began acting erratically, and when he approached the police station naked and battered, Officer Trevis Austin, equipped with both pepper spray and a baton, felt his life was threatened by the unarmed 140 lb teen.
